Is there anyway to use Paypal without credit/debit card, and even without back accounts?

My friends have their own Paypal account, and by it they can make transactions and get paid through blogging via Paypal. They told me to disregard the prompt regarding filling in a working credit/debit card.

But if I disregard it and wasn’t able to fill the credit/debit card form, I can’t send out money. HELP.
